I don't think that government can be changed from within. We need to be building our own. So the question is, how do we affect policy from the ground up? Going before the City Council, presenting logical arguments, and asking please, simply does not work.

Can't disagree with you here, but I also wonder: What can we do about it? It's not your job to answer that, but with issues like this, I can't even begin to come up with answers for myself. Policy and implementation are enmeshed in layers and layers of bureaucracy that's opaque to everyone but those with direct contact. Then the broader issues that inform the policy and implementation are complex systems full of wicked problems that only experts stand a chance at deciphering. No reform can have its intended effect unless it is accompanied by a host of parallel changes that pre-emptively address a multitude of tangential issues.

I'm no longer convinced that the system can be fixed.
